RAPAPORT... Alexander Parshkov has been named ALROSA's vice president for procurement, the company announced. He is the former head of procurement for Rosneft, the oil and gas concern majority-owned by the Russian government.

The new position was created to streamline ALROSA's procurement activities, previously under the direction of the company’s deputy executive director.

Parshkov's appointment is the latest in a series of executive moves. Russian Finance Minister Anton Siluanov was elected as chairman of the supervisory board in July and Andrey Zharkov was named president in April.
