International Diamond Manufacturing Association (IDMA) and World Federation Diamond Bourses (WFDB) have passed a unanimous resolution calling on governments to implement effective controls on the international distribution of rough diamonds. The proposed global system will require the sealing and international computer registration of all rough diamond imports and exports, expulsion from the trade and criminal charges against violators, a universal code of conduct and the participation of banks, insurance and shipping companies. An international diamond council under the chairmanship of Eli Izhakoff will implement the resolution. The resolutions were well received by NGO's. The WFDB also resolved to include SI3 as a recognized clarity grade.
