RAPAPORT... The office of John D. Negroponte, Deputy Secretary of the State Department in the United States, filed an updated country participation list for which to trade rough diamonds.

The list of countries falls under the Clean Diamond Trade Act of 2003. Once again, Cote d'Ivoire (Ivory Coast) is on the list of approved countries; however the diamond industry along with the United Nations have banned rough exports from the Cote d'Ivoire. The United States added Liberia in May 2007, which is now approved for export by both the United Nations and the Kimberley Process as well.

SUMMARY: In accordance with Sections 3 and 6 of the Clean Diamond Trade Act of 2003 and (Section 2 of Executive Order 13312 of July 29, 2003,) the Department of State is identifying all the participants eligible for trade in rough diamonds under the Act.
