African Diamond Producers Association Set '07 Budget

RAPAPORT... The African Diamond Producers Association (ADPA) decided it would work within a budget of $1.3 million during 2007. Representatives from the Democratic Republic of the Congo, South Africa, Zimbabwe, Angola, and Namibia met April 27-28, 2007, in Luanda, Angola, to outline the technical details of the ADPA, including its action plan, budget, and regulatory matters. Their proposals are scheduled to be approved by a meeting of ministers on April 30 in the Angolan capital.

ADPA executive secretary Edgar de Carvalho said the budget would be covered by fees paid by the organization's 19-member states, the Angola Press reported.

The ADPA initiative is largely seen as a move to expand Africa's role in the diamond industry beyond that of its traditional role of producer. The six nations participating in the Luanda meetings make up for around 51 percent of the world's diamond carat production, according to the most recently published Kimberley Process statistics for 2005.

It comes as each has taken active steps to increase the cutting and polishing activities in their respective countries.

The association is being chaired by Angola, assisted by South Africa and Guinea-Conakry, with Angola-based diamantaire André A. Jackson serving as Chairman. Edgar de Carvalho, the former secretary general of Angola's Ministry of Geology and Mines, will serve as the interim executive secretary for the inaugural year.
