Gardner: KP Import, Export Clarification

(Rapaport...March 14, 2005) In a letter to the Diamond Manufacturers Importers Association, Cecilia L. Gardner, Esq., executive director and general counsel, Jewelers Vigilance Committee, said that Kimberley Process compliance is robust and healthy, but addressed the following aspect of Kimberley Process compliance.



In September 2004, new United States customs regulations came into force. One aspect of the Kimberley Process requires importers to confirm to the diamond authority in the country of export, that the parcel was received in the United States. Businesses importing rough diamonds accompanied by foreign Kimberley Process Certificates must provide to the diamond authority in the exporting country a notice that the parcel was received.
